It is clearly essential to have a police check on all applicants.

The limitations of this must also be acknowledged.  Most people who become poor performers will not show up on a police check.

This is because poor performance comes from a poor match between the personality traits of the applicant and the job requirements.  In other words, you don’t have to have a criminal record to be abrasive, poorly motivated, authoritarian, or dishonest.
